It turns out that the AR cards for Disney Magical World are not region locked. I only ever scored one physical card for my Japanese game. It came with the October 2013 issue of Nintendo DS + Wii. When you scan it you get the Dale style winter clothes set.
All of the AR cards feature Tinkerbell. When you scan the card she pops out at you in a show of fairy magic and you get all of the items.
It’s still a few days before release, but remember to come back once you get your hands on the game!
